Citizens Bond Oversight Committee
The Citizens Bond Oversight Committee includes former city manager, Pamela Gibson, chair, Kevin Carruth, Mary Smith, Dennis Ciocca, Frank Mazzone and alternates Michael Gretz, Robert Hackman, and attorney David Oster. The committee was formed in January, 2009, to ensure that bond funds are expended only for the purposes described in the bond measure.
In October, the committee met and reviewed the bond fund expenditures through September 30, 2009, totaling $965,276.83.
The committee voted unanimously that the current expenditures of the Sonoma Valley Health Care District’s GO bond funds have been appropriate. Committee Chair Pam Gibson made clear it was the job of the committee to review, not approve, such expenditures. “Our main responsibility is to review expenditures,” she said, “the other main job is to issue a report each year.”
